STEP-BY-STEP ACTION GUIDE:
(1) Call or e-mail CWFNC to learn more about a facility, (2) Request a copy of the permit from the Division of Water Quality (919-807-6304), (3) See the facility’s pollution record by clicking the “pollution record” link next to its name, (4) Decide which issues are most important to you and write a letter or e-mail to the Division of Water Quality. Remember to include the NPDES permit number, a request for a public hearing, and a request to be notified if a public hearing is scheduled. Send the letter to Surface Water Protection Section, Point Source Branch, 1617 Mail Service Center, Raleigh, NC 27699-1617, or contact CWFNC for information on e-mailing comments, (5) Get others in your community involved! Organize letter-writing sessions and public hearing attendance if you can.
Facility descriptions:
Chatham (1) - Southern Wood Piedmont Company of Spartanburg (#NC0087572, pollution record) in Gulf discharges to Cedar Creek and the Deep River in the Cape Fear River Basin. Notes: According to the Division of Water Quality, a long list of contaminants impact the receiving stream nearby, including PAHs (polycyclic aromatic hydrocarbons), 2,4,6 Trichlorophenol, Naphthlene, Benzene, Toluene, Chlorinated Phenolic Compounds, Asinaphthene, and Fluorene.
Guilford (1) - Associated Asphalt of Greensboro (#NC0074241, pollution record) discharges to the East Fork Deep River in the Cape Fear River Basin.
Sampson (1) - CWFNC has identified the Norman H. Larkin Water Pollution Control Facility in Clinton as a CHRONIC POLLUTER - see below!
Transylvania (1) - The NC DOT Rosman Maintenance Facility (#NC0085979, pollution record) in Rosman discharges to the French Broad River. Notes: The facility has been out of compliance with its permit for 7 of the last 12 quarters, including violations of Chloride and pH.
Chronic Polluters
The Normal H. Larkin Water Pollution Control Facility in Clinton discharges to the William Olds Mill Branch in the Cape Fear River Basin. The facility is designed for biological wastewater treatment but has been unable to comply with its water discharge permit in recent years, with over $20,000 in fines in the past five years. Violated parameters have included dissolved oxygen, pH, nitrogen ammonia, chlorine, total suspended solids, and fecal coliform bacteria. The community surrounding the facility is almost 50% minority with 21% below the poverty level.
