In February, the MinKwon Center for Community Action began an ambitious set of 2011 activities and campaigns following our January retreat and planning efforts. In the face of a rising tide of anti-immigrant sentiment, threatened budget cuts and local community needs, the MinKwon Center kicked several innovative campaigns into gear- initiatives to fight for immigrant rights, language access and against budget cuts; providing crucial services and education for community members; engaging immigrant voters in the civic process. Advocacy and Community Organizing
2011 Annual "Immigrants’ Day of Action" in Albany, NY
On March 1st, the MinKwon Center for Community Action led a mobilization of 100 community members and partners for the New York Immigration Coalition’s 2011 "Immigrants’ Day of Action" in Albany. Filling two buses, MinKwon Center’s members, staff, and partners attended a morning rally – featuring our “Binari” cultural troupe - and afternoon legislative visits with 5 elected officials, including State Senators Toby Ann Stavisky, Tony Avella and David Weprin and State Assemblywoman Grace Meng. MinKwon pushed for crucial issues such as expanding language access on the state level, fighting against the state’s implementation of S-Com and preventing budget cuts for immigrants.

MinKwon Members Gather for February General Member Meeting
On February 8th, over 30 community members and staff gathered at the MinKwon Center for Community Action for the MinKwon Center’s monthly grassroots General Member meeting. At the meeting – open to all community members - participants heard and discussed topics such as MinKwon Center’s income tax services, the 2011 Annual "Immigrants’ Day of Action" event in Albany, NY, and other crucial community issues for action.
MinKwon Center Hold Press Conference to Promote ‘Immigrants’ Day of Action’
The Minkwon Center for Community Action, the New York Immigration Coalition, and other Asian American community groups held a press conference on February 23rd to promote Asian American community participation in the NYIC’s March 1st event, "Immigrants' Day of Action". Together with partners such as the Won Kwang Community Services Center, Korean Community Services of New York, the YWCA of Queens and the Korean American Family Services Center, the MinKwon Center officially announced our participation for the March 1st event, and discussed issues that will be brought up to government officials in 2011. New York State Senators Toby Ann Stavisky and Tony Avella attended the press conference and pledged to support and work for the needs of their districts' immigrant community.

MinKwon Center Participates in Lobby Day to Expand Immigrant Language Service
On February 14th, MinKwon Center’s Jae Sup Song and James Hong participated in a day of legislative visits in Albany to promote expanding language services for immigrants. Immigrants are asking Governor Cuomo to issue an Executive Order that would expand language services in order to allow LEP immigrant New Yorkers to access government services - a crucial issue for Korean and Asian Americans in New York, of whom more than 70% are LEP.
Together with partner groups such as the NYIC and New York Lawyers for the Public Interest (NYLPI), MinKwon’s Mr. Song and Mr. Hong met with State Senators Jose M. Serrano and Tony Avella and Assemblywoman Grace Meng to discuss the Executive Order campaign and asked for the state representatives’ support.
MinKwon Center pushes State Legislators on Language Access
 12% and Growing Coalition Holds Kick-off Press Conference for 2011 Coalition Campaign for Budget Fairness, Resources for Asian Pacific Americans
On February 16th, the 12% and Growing Coalition held a press conference on the steps of City Hall to announce the launch of their 2011 Campaign. The 12% and Growing Coalition –founded and led by the MinKwon Center and the Coalition for Asian American Children and Families (CACF) - is a group of 50 Asian American organizations that advocates on behalf of the Asian American community to protect and expand resources for this underserved community. Staff and members from the MinKwon Center joined with 150 persons from other Asian American organizations and Coalition members at the press conference, which was moderated by MinKwon’s Executive Director, Steven Choi. City Councilman Daniel Dromm, who chairs the City Council’s immigration committee, also attended and expressed support for the 2011 Campaign’s goals.

MinKwon Center for Community Action, CUNY-Queens College Lead Flushing Waterfront Tour
On February 23rd, the Minkwon Center for Community Action led a walking tour of the Flushing River and the future site of redevelopment, with CUNY-Queens College's Professor Tarry Hum and her students. The MinKwon Center is working closely with students from Professor Hum’s Urban Studies Class, “Planning the Future of Downtown Flushing,” to engage the local community in the redevelopment to ensure that the community receives benefits such as affordable housing, jobs, and open space. The walking tour kicked off the collaboration between the MinKwon Center and Professor Hum's class and toured the areas to be covered by the Flushing Riverfront development.

MinKwon Center Reaches New Voter Registration Milestone
The MinKwon Center reached a new milestone in its groundbreaking new immigrant voter registration drive by registering its 1,000th new immigrant voter in 2011. MinKwon’s voter registration efforts include street outreach, new-citizen voter registration, and other efforts, and are a crucial first step towards empowering immigrant voters and engaging them in the process.  MinKwon Center Holds Tax Seminar for the Chinese Community
On February 23rd, the Minkwon Center for Community Action held a Tax Seminar/Workshop for Chinese community residents of Flushing. Led by Yoon Ji Kim, MinKwon’s Financial Empowerment Counselor, the seminar covered the basic rights and obligations of taxpayers and the wide range of free tax services available through the MinKwon Center, which annually helps 400 low-income community members process their tax returns.

The MinKwon Center, YMCA Hold Joint Workshop for Immigrant Students
Yoon Ji Kim, MinKwon Center’s Financial Empowerment Counselor, held a workshop on February 16th on tax reporting for immigrant students at the Flushing YMCA. The workshop was the first part of a joint collobration with the Flushing YMCA’s New American Center, and covered tax preparation, reporting tips, and other important topics.

MinKwon Center Kicks Off 2011 Education Series
As part of its internal capacity-building efforts, the MinKwon Center launched its 2011 Education series with its first Education session on February 23rd. Education discussion sessions will be held once a month, with the goal of engaging staff on current community issues and valuable administrative and management skills.

 Jishin Balpgi
On February 5th and 12th, the MinKwon Center's Korean American cultural troupe Binari held its annual "Jishin Balpgi" Lunar New Year festival in the streets of Manhattan and Flushing, Queens. Launched more than 15 years ago, MinKwon's Jishin Balpgi is the oldest Korean Lunar New Year festival in New York City, and this year over 50 drummers participated in Binari's annual efforts to bring good fortune to Korean American small businesses and residents, and introduce Korean traditional grassroots culture to our communities."
MinKwon's "Binari" Cultural Troupe Performs at Unitarian Universalist Church of Queens
On February 20th, the MinKwon Center’s "Binari" Cultural Troupe played a special poongmul (Korean traditional drumming) performance at the Unitarian Universalist Church of Queens. Binari members performed to illustrate MinKwon’s annual Lunar New Year festival “Jishin Balpgi,” and offered a Bokjori (symbol of good fortune). Binari’s sangswe and leader Liz Rhee also discussed the connection between poongmul and social justice work to the Universalist Church’s congregation.

MinKwon Board President S. J. Jung Speaks at Latino, Black, and Asian Caucus of the New York State Assembly
On February 19th, MinKwon Center’s Board President S. J. Jung addressed the New York State Association of Black and Puerto Rican Legislators in Albany. Mr. Jung spoke as a featured panelist at a workshop for minority state legislators and caucus members on urgent issues relating to immigration policy at the state level.

“There is no disagreement that New York's budget deficit needs to be solved, but the real question is how it will be done, and what methods will be used. With a budget plan that utilizes tax cuts and budget cuts, Governor Cuomo seems that he is trying to both eat his cake and have yours too. At a quick glance, it seems effective - but a closer look shows that this plan is going to be very controversial, as it relies on deep, troubling budget cuts to basic services.”

Many apartment-dwelling Korean Americans are suffering during this cold winter season because of housing issues. These issues include a lack of heat and water, broken windows that allow cold wind into their homes, and having difficulty urging building superintendents to make needed housing repairs when issues arise. Unfortunately, the problem is that many requests are neglected and many people are refused these basic rights.

2011연례 알바니 “이민자 권익옹호의 날” 행사
민권센터와 뉴욕한인봉사센터, 원광사회복지관, 퀸즈 YWCA, 뉴욕한인가정상담소의 실무자와 커뮤니티 주민 100여 명은 3월 1일 알바니 “이민자 권익옹호의 날” 행사에 참여했습니다. 버스 2대를 대절해 아침 일찍 알바니로 향한 참가자들은 실내집회와 주정부 관계자, 주의원 방문활동을 펼쳐 ‘주정부 기관 언어 서비스 확대’, ‘무분별한 이민단속 금지’, ‘이민자 복지예산 삭감반대’ 등의 주요 이민자 정책현안을 전달하고 주 차원의 올바른 이민정책을 촉구했습니다.

월례 커뮤니티 정기모임
민권센터에서 활동하는 장년 활동가 모임이 2월 8일에 월례 정기모임을 개최했습니다. 정기모임에는 30여 명의 장년 활동가들이 참석했고 세금보고 안내와 알바니 “이민자 권익옹호의 날” 행사 안내와 주차원의 주요 이민자 정책현안 설명으로 진행되었습니다.

민권센터, 이민자 언어서비스 확대를 위한 로비데이 참여
민권센터 송재섭 커뮤니티 오거나이저와 제임스 홍 시민참여 프로그램 코디네이터는 14일 뉴욕 주도 알바니에서 진행된 이민자 언어서비스 확대를 위한 로비데이에 참여했습니다. 이들은 호세 세라노, 토니 아벨라 뉴욕주 상원의원과 그레이스 멩 뉴욕주 하원의원을 면담해 이민자 단체들이 추진하고 있는 캠페인을 소개하고 협조를 당부했습니다. 현재 이민자 단체들은 뉴욕 주지사가 뉴욕시에서 발효되고 있는 유사한 행정명령을 마련해 주정부 산하 기관들이 언어 서비스를 확대해 이민자 주민들의 이용을 용이하게 하도록 요구하고 있습니다.
12% and Growing 연맹 2011 캠페인 시작 기자회견
아시안커뮤니티를 위한 평등한 복지예산 입안을 요구하기 위해 결성된 12% and Growing 연맹은 16일 시청앞에서 기자회견을 갖고 2011년 캠페인의 시작을 알렸습니다. 이날 기자회견에는 동 연맹의 주관단체인 민권센터의 실무진과 소속 아시안 단체 관계자 150여 명이 참석했고 다니엘 드롬 뉴욕시의회 이민위원회 위원장도 참석해 지지의사를 표명했습니다.

실무진의 활동역량 강화를 목적으로 실시하는 2011년도 실무진 교육 세션이 2월 23일에 시작되었습니다. 실무진들은 ‘미국 민중사’를 기본 교재로 미국의 기본역사를 익히고 이를 바탕으로 민권활동의 방향을 탐구하는 시간을 가졌습니다. 실무진 교육 세션은 매월 1회 정기적으로 실시됩니다.

 지신밟기
민권센터는 2월 5일과 12일에 각각 플러싱과 맨하탄 한인타운에서 연례 지신밟기 행사를 개최했습니다. 지신밟기는 새해를 시작하는 전통놀이로 민권센터는 지난 15년간 행사를 주관해 왔습니다. 금년에도 민권센터 산하 뉴욕한인문화패 비나리와 뉴욕대학 풍물패 누리, 풍물패 다드래기에서 활동하는 50여 명의 놀이패가 힘을 합쳐 한인 상가에 복조리를 전달하고 한 해 동안의 번영과 안녕을 기원했습니다.
뉴욕한인문화패 비나리 유니테리언 교회에서 공연
민권센터 산하 뉴욕한인문화패 비나리는 오는 2월 20일 오전 11시에 플러싱 유니테리언 교회에서 풍물공연을 펼칩니다. 비나리는 풍물공연과 함께 정월대보름 맞이 지신밟기에서 한인 상가에 증정했던 복조리도 전달하면서 한인 전통놀이를 다민족 커뮤니티 주민들에게 소개할 계획입니다.

뉴욕주 재정적자는 어떤 방식으로든 해결되야 한다는 점에서 재론의 여지가 없다. 문제는 방법론이다. 쿠오모는 이에 대해 세금삭감과 예산긴축의 두 마리 토끼를 잡겠다는 야심 찬 계획을 밝혔다. 얼핏 보면 환상의 2중주로 들리겠으나 내용을 자세히 뜯어보면 잡음이 일어날 소지가 다분하다. 긴축재정의 목표를 달성하고자 주지사는 다수의 복지부문 예산을 가차 없이 삭감할 계획이다.

아파트에 거주하는 많은 한인 세입자들이 추운 겨울에 고통받고 있다. 난방시설이 고장났다거나, 온수가 나오지 않는다거나 또는 창문이 고장나 집안으로 찬바람이 들어오는 등의 문제로 곤란을 겪고 있다. 거주하는 아파트에 문제가 발생했을 때 세입자는 건물 소유주에게 수리를 요구할 권리가 있다. 문제는 이 당연한 권리가 종종 무시당한다는 점이다.
